IDEA and Special Education Law in Pennsylvania
Special education law deals with the discrimination against and the rights of children with disabilities.
Special education law regulates how federal terms and definitions guide how States define disability and who is eligible for a free appropriate public education under special education law. In order to fully meet the definition and eligibility for special education and related services, a child with a disability is a child whose educational performance must be adversely affected due to his or her disability.
IDEA or Individuals with Disabilities Education Act of 2004 set forth the standards for special education regulations of children whose behavior impedes their learning or the learning of other children, including training teachers to use positive behavioral interventions and strategies.
According to IDEA there are 14 categories of disabilities:
Autism, deaf blindness, deafness, developmental delay (defined by each state), mental retardation, emotional disturbance, hearing impairment, multiple disabilities, orthopedic impairment, other health impairment (ADHD, asthma, limited vitality, etc.), specific learning disability, speech & language impairment, traumatic brain injury, and visual impairment.
